3.0.0-rc2 proposal

We discussed this on IRC, but I wanted to make it official.

Since all of the code-related tickets have been closed, I propose to
release 3.0.0rc2 this evening.

I have made the release files available at:

http://spamassassin.apache.org/released/testing/

and I have the updated Changes and lib/Mail/SpamAssassin.pm in my work
area which I can commit/tag if we approve the release.
