FOP Encoding problem

Hi,

I am generating PDF files directly from fo-files. My problem is: Special characters like å, æ, and ø is replaced by a "#" in the PDF's. Is there a encoding-tag in fo like the one in XML?
If not how do I get special characters to pass?
(All characters I use is in the ISO-88590 charset.)
