The unit testing of the StatisticsCounter class involves use of Thread.sleep that make it take longer than required and can lead to ocasional spurious failure(eg QPID-3794). The implementation and tests should be updated to allow for more determinate testing to take place. Additionally there are a lot of system tests for Message Statistics, easily more than should really be necessary to ensure the feature functions in real usage scenarios, so effort should be made to reduce the overlap.
