The problem seems to stem from the fact that the maven-release-plugin still references beta-3 http://repo1.maven.org/maven2/org/apache/maven/plugins/maven-release-plugin/2.0-beta-4/maven-release-plugin-2.0-beta-4.pom

When I changed this POM in my local repository to use beta-4 the problem went away (a hack I know but I'm struggling to get release:perform to work).
