   1. Please describe the issue you observed:
   - When the service is unavailable to check the disk occupancy ratio, the commitLog path is wrong.

   - Disk space is full, but file deletion is not performed.

   2. Please tell us about your environment:
   rocketmq version is 4.9.2
   
   3. Other information (e.g. detailed explanation, logs, related issues, suggestions how to fix, etc):
   - Need to determine whether the DLedger mode is turned on, and choose a different submission log path
