[allura:tickets] #4019 Add an easy way to filter ticket queries by open/closed without knowing Solr syntax

ML thread discussing it http://mail-archives.apache.org/mod_mbox/incubator-allura-dev/201311.mbox/%3C52790763.8070109%40brondsema.net%3E

Probably should post here as implementation proceeds, with how you think it'll work out, since there are some open questions like: can we generate the solr query in the client side, will we have one solr field that has to get re-parsed to set the filter state, or separate q & fq params.

If you search from the "Search Tickets" form in the upper left and get an overwhelming number of results, it often times helps to just weed out either open or closed tickets (depending what you're looking for). I'd love a way to just add that filter with a click instead of redoing the search all over remembering the appropriate Solr syntax and whether or not I need to add `&&`.
