chore(deploy): let a test-machine deploy opt out of the release license gate

The gate checks that the built JAR embeds every bundled dependency's upstream license text.
It currently fails on 164 artifacts, so neither `mvn package` nor the image build can
complete, which blocks deploying unrelated source changes to a test machine.

Two switches, both defaulting to the current behaviour:

- `ARG LEGAL_GATE=1` around both `check-jar` runs in server/Dockerfile. At 0 the step prints
  that the image is not a release artifact instead of failing.
- `MAVEN_ARGS` and `LEGAL_GATE` in deploy/deploy.sh, so deploy/.env (environment specific,
  not tracked) can pass `-Dmaven.antrun.skip=true` and `LEGAL_GATE=0`. antrun has exactly one
  execution in server/pom.xml, so skipping it is precise.

The two have to be flipped together: the JAR's META-INF/legal materials are produced by the
maven step, so skipping only that one turns "164 jars non-compliant" into "JAR is missing
legal materials" at check-jar.
