We need to make queue auto creation configurable on a per rule basis, not only on a per queue basis in order to support FS placement rules.

Add an extra validation, which only accepts non existent queues as targets when the create flag is true. All current constraints should remain in place (eg. creation is only possible under managed parent), this should be an extra check to see if the rule allows the queue to be created.
