If we have Controller Service A, with a reference to Controller Service B, and both are Enabled, NiFi does not complete its startup. Or it takes a really long time to do so, and services are not fully enabled when it completes.

If there are no Controller Services that reference other Controller Services, this works fine, though. This appears to be an issue only on the {{main}} branch and should not affect any released version of NiFi
