> In order to be able to set an arbitrary time by administrators to start the certificate rotation at a predefined time (with that lowering the risk of any possible impacts), we need to introduce a way to set the rootCA update time in all the services that have a certificate, as these services should start polling the SCM for the new rootCA at a time when there is a new rootCA certificate already.
