   ## What does this PR (Pull Request) do?
   - [x] This PR is not related to any Issue
   
   This PR removes the old `compare` tool stack. That tools was intended to aid in rewriting API endpoints from Perl to Go, and now that Perl implementations of the API have been removed, it no longer serves a purpose.
   
   ## Which Traffic Control components are affected by this PR?
   None.
   
   ## What is the best way to verify this PR?
   You don't really need to do anything, since this just removes a tool.
   
   ## The following criteria are ALL met by this PR
   - [x] Tests are unnecessary
   - [x] Documentation is unnecessary
   - [x] This PR includes an update to CHANGELOG.md
   - [x] This PR includes any and all required license headers
   - [x] This PR **DOES NOT FIX A SERIOUS SECURITY VULNERABILITY**
