Not able to build log4cxx apache-log4cxx-0.13.0 version  with gcc compiler on RHEL7

I am to compile apache-log4cxx-0.10.0 version  with gcc compiler on RHEL7.

I did not find configure file in apache-log4cxx-0.13.0. and configure file is available apache-log4cxx-0.10.0.

why configure file is missing in apache-log4cxx-0.13.0? how to compile apache-log4cxx-0.13.0 without configure file?
