   ## What is the purpose of the change
   
   * Add support for the new logical types:
   - `timestamp-nanos`
   - `local-timestamp-nanos`
   
   ## Verifying this change
   
   * New unit tests are added. All old ones should pass too!
   
   ## Documentation
   
   - Does this pull request introduce a new feature? yes
   - If yes, how is the feature documented? - the specification is updated
