Preference will be editable only by their owner. The system will not permit a user to edit the preferences of another, or for the ownership of preferences to be transfer. The exception will be a user with the ability to call {{Broker#purgeUser}} (QPID-7340). This will blindly remove the preferences of a user who has left.
