[I] Cannot upload/download for some folders in a project [netbeans]

### What happened
Some folders the "upload" and "download" are greyed out. The project syncronises files on save without issue (so it's not a lack of FTP configuration etc)

@paullb514 thanks for confirming. I used a moodle checkout as a reference as that codebase has embedded projects (composer based) and there that problem was indeed not visible. Broken project files though explain it.

I think this was a result of a conflict amongst project files from different versions of Netbeans. Recreating the project fixed the issue so I'll go ahead and close it out.
