We have the need at my dayjob to get this fixed. I will be working on a solution for this starting now. Currently I am reading up on what has already been written in this and other related issues.

My initial instinct is to add a configuration parameter to be able to specify the encoding for properties-files only. The default value for it can be discussed, but to keep backwards compatibility it should default to the value of the regular encoding parameter.
