[MINOR][PS][DOC] Document missing rolling and expanding window APIs
### What changes were proposed in this pull request?
Add `Rolling.sem`, `RollingGroupby.median`, `Expanding.sem`, and `ExpandingGroupby.median` to the pandas-on-Spark window reference autosummary lists.
### Why are the changes needed?
These methods were introduced in Spark 4.3.0, but are missing from the window reference. Listing them makes them discoverable and generates their API reference pages.
Please also backport this documentation fix to `branch-4.3`.
### Does this PR introduce _any_ user-facing change?
No. Documentation only.
### How was this patch tested?
Built the window reference in an isolated Sphinx HTML project with autodoc, autosummary, and numpydoc enabled, with warnings treated as errors (`-W`). Verified that all four API pages were generated and linked from the window reference. Also ran `git diff --check`.
Unit tests were not added because this change only adds documentation entries.
