Intent to backport OAK-5238 to 1.4 and 1.2 branch

At time index corruption is being seen which can be attributed to
issue fixed in OAK-5238. To address them I need to backport this to
1.4 and 1.2 branch.

This change is slightly bigger so need to be done carefully

+1 for backport. In fact, given that this gives rise to very
unexpected issues, I'd argue that it should even go into 1.0 (afair,
IndexCopier is on 1.0. though). But, sure, since this is big and
backport to 1.0 might be tricky - maybe we can decouple
backport-to-1.2-1.4 and backport-to-1.0.
