afs opened a new pull request, #1497:

Yet more javadoc fixes.
On my machine, java11 and java17 now run to completion with only a few warnings.
Java11 is the problem. Java17 is less brittle.
Some modules are set to `<source>8` - this is only as necessary.
The default (top level POM) setting is `<source>11`.
