   * consumer set versionRule to latest
   * producer version is 1.0.0
   * consumer not reboot and some instances of producer upgrade to 1.1.0
     consumer pulled both instances of 1.0.0 and 1.1.0
     consumer abandoned 1.1.0, retaining 1.0.0
