The FairSchedulerEventLog is no longer used. It is only being written to in one location in the FS (see YARN-1383) and the functionality requested in that jira has been implemented using the normal OOTB logging in the AbstractYarnScheduler.

The functionality the scheduler event log used to provide has been replaced with normal logging and the scheduler state dump in YARN-6042
