   This PR adds an optional `SslEngineFactory` implementation that decorates and manages a delegate. It is able to recreate the delegate either on a schedule, or in response to a SSL configuration patch being applied. The purpose of this implementation is to permit the automatic reload of renewed client certificates.
   
   This implementation includes a supporting unit test.
