Heyzi opened a new pull request, #702:

   libwebsockets 5.0.0 turns on HTTP/3 by default, and HTTP/3 pulls in GnuTLS, which isn't installed in the builder stage. The version pattern isn't pinned, so the build picks up 5.0.0 on its own and breaks.
   
   Turning it off lets libwebsockets build against the OpenSSL that's already in the image, and we don't have to pin a version.
