*Tip:* In scope of CALCITE-3238 was added new assertion to *_SqlTypeFactoryImpl.assertBasic(...)_* method, and now this check can't be 
 ignored inside _*JavaTypeFactoryImpl.toSql(typeFactory, type)*_ static method.
