When installing pyarrow 0.14.1 on windows 10 x64 with python 3.7, you get:

>>> import pyarrow Traceback (most recent call last): File "<stdin>", line 1, in <module> File "C:\Python37\lib\site-packages\pyarrow\__init__.py", line 49, in <module> from pyarrow.lib import cpu_count, set_cpu_count ImportError: DLL load failed: The specified module could not be found.
```
On 0.14.0 everything works fine.
