Shipping rules screen enhancements

I find somethings weird in the shipping rules screen  :
. You can't edit a shipping rules, is there some reasons ?
. When you chose a shipping rule by clicking on its ID in 1st column you are not able to create a new one. I think we should put a button or something there to allow creation. Else you have to re-open the whole screen.

Am I missing something ? Please comment, thanks
