The ResolverHook API has been split into a ResolverHookFactory which creates instances of ResovlerHooks for the framework.  The current scope admin impl incorrectly registers a ResolverHook instance directly when it should register a ResolverHookFactory instead.

Patch to use ResolverHookFactory.  Note that you must use the latest equinox 3.7 I-Build for this patch to work.
