10.0 docs mini site: Replaced the relative URL to web_site.html with a complete 
one to db.apache.org/derby/docs/10.0/web_site.html.

Long explanation: Once upon a time, docs were on the main derby web site under
db.apache.org/manuals. They were moved to db.apache.org/docs/10.0/manuals.
Rather than incur the overhead of htaccess requests, db.apache.org/manuals has 
symlinks to ../10.0/manuals. However, pages accessed via the symlink weren't 
finding the web_site.html file, resulting in 404 errors. A complete URL gets
around that problem.
