   ### Description
   
   When we import the ds lib in our project, we hope to override the plugin, but don't change the ds code.
   
   So this issue is want to import the plugin priority interface, we can set different strategies to handle the plugin has the same identify name, e.g. load the high priority plugin, throw exception when there exist plugin has the same name.. balabala
