Log:
Getting rid of dummy META-INF/MANIFEST.MF files which were checked in to keep Eclipse WTP happy, but they are preventing maven from (possibly) providing a more complete MANIFEST.MF as well as triggering the rat check concerning missing license header.
Too much bother to try keep 'fixing' the Eclipse WTP plugin
