What Eclipse version do you use? I had been using "Eclipse IDE for  
Java Developers", but that version doesn't come with the plugin  
developer tools. I had to switch to "Eclipse Classic" to get them.  
*That* version doesn't come with the XML tools, so I had to track  
those down and install them.  :-P

It's actually pretty easy. There is quite a lot of documentation and
tutorials floating around, and all of the tools come with Eclipse by
default.
I wrote a very simple plugin quite some time ago, so I'll try to have
a look at this.

Sure, and possibly NetBeans as well. These are (relatively) simple  
things we can do to make our overall development experience easier and  
increase Pivot's appeal.

Also, this seems to be an area where related experience would be  
helpful. I looked into creating an Eclipse launcher yesterday, and it  
is a bit involved. Like everything in Eclipse, launchers are plugins,  
so you need to be knowledgeable about plugin development before you  
can consider writing a launcher. If anyone with plugin development  
experience is interested, please let me know.
