A first experiment shows that {{ZipFile}} can read the archive, so at least you've got a workaround.
The archive uses data descriptors for stored entries so pretty much all bets are off as soon as something that vaguely looks like a ZIP file is contained inside of the archive as a nested archive. I haven't fully identified whether the "archive in archive" pattern is throwing off {{ZipArchiveInputStream}}, though.
