[BeanUtils] Can we make converters not final?

Is there some particular reason why all the classes in
org.apache.commons.beanutils.converters are final?  This makes writing
custom converters with very similar behavior to the standard ones a pain.

If this is an OK change, I could write patches to do this, although it will
be a while before I have time...
