h2. Description

When having multiple jobs, Flink UI job lists have non-deterministic ordering. in fact the ordering changes continuously which is annoying, The issue is demoed in the attached video.

h2. Acceptance Criteria
Jobs in Flink Dashboard UI are ordered by start time consistently
