I have a DocBook source with a long, nested, itemized list which
covers eight pages after converting to XSL-FO and running through fop
to pdf (using the fop trunk version 964941). I am using the default page
settings for USletter.
The list runs into the page footers on some pages. The page the list
begins on is the first page of an appendix.
I have shortened the fo file as much as I can and have attached it as a zipped
file.

shortened testacase
I've dove into the first testcase:
this issue is related to space-before.maximum within a simple list-block.
The 2nd testcase isolates the XSL-FO causing the trouble
