This patch adds a step to build the dtest jars for all current versions and stores them in the workspace to avoid rebuilding when testing, but so far it only runs the tests sequentially.
The patch also fixes an issue with the `TestLocator` script - it would always exit with status code 0, which makes the build green in cci even if there are failures.
