I was trying to build Tomcat 4.1.24 from the source release, following all the
instructions in BUILDING.txt.  I found two problems:

- first, commons-FileUpload appears to be required but was not referenced in the
BUILDING file;

- second, the jakarta-tomcat-jasper project code is needed but appears to be
available only from CVS.  This wasn't mentioned anywhere in BUILDING.

I think it would be a good idea to either create a jakarta-tomcat-jasper source
release at the same time as a tomcat subproject source release (and
jakarta-tomcat-connectors source release, which is already done correctly); or,
alternatively, move the source for jasper back under jakarta-tomcat.

As a third alternative, I guess, just adding instructions to BUILDING.txt would
help.
