Hi Folks,

I've seen the last few VOTE threads, immediately become discussions.

I have two thoughts.

(1) Start the process with a [DISCUSS] thread with a title like "[DISCUSS] Packaging for Apache Flex 4.9 RC6 - is it ready for a VOTE"

Once consensus is reached then a VOTE can proceed rather quickly.

or 

(2) Be thorough about changing [VOTE] to [VOTE][DISCUSS]
