It's not possible in general to count committers by project.
Most PMCs use their unix group for controlling access to code - they don't have auth groups for each project.
Also some PMCs don't use the unix group to control access as they allow all ASF committers to have karma (e.g. Subversion, Commons)

So I agree that the report as it stands is not useful; it would be better to correlate numbers of committee members.
