rebuilding them

Phabricator updated HIVE-5114:

Attachment: HIVE-5114.D12399.1.patch
sershe requested code review of "HIVE-5114 [jira] add a target to run tests without rebuilding them".
Reviewers: JIRA
Seems to work, if I run tests once I can rerun tests after that w/o recompile. Please sanity check, I am not familiar enough with ant so I could have missed something...
it is sometimes annoying that each "ant test ..." cleans and rebuilds the tests. It is should be relatively easy to add a "testonly" target that would just run the test(s) on the existing build
