pool_userdata functions used like apr_tables?

I just noticed these functions.  It looks like they can be used like
apr_tables, but you can store arbitrary data into them.  Is that the
intent of these things?  I see mod_rewrite and mod_ssl use them this
way for storing into the process pool.  The header comments don't make
their use clear, but make it seem like they may merrely set some
undocumented attributes of a pool.
