Fix version on the jira issue

Hey,

Committers, can we please make sure fix version is set on the jira when the
patch is committed and issue is resolved?

Why is it required?

It will allow us to easily verify the fix went into the release and
generated release notes contain the issue fixed. It will give the number of
issues that went into the release at any time.
If not set at commit time, setting the version at release time makes it
difficult to go through all the issues and set correct version.
