Currently the default range is ERROR->ERROR.
That is: if no minValue provided, it is considered ERROR.

Default range should be OFF->ALL for few reasons:
1) According to log4j 1.2, default range is full range.

So it's good for back compatibility.
2) Current range is too limited.
