[3 ThreadGroups: low, middle, high] last never executed
if i have three thread groups(low, middle, high) and set low to 1 thread
middle and high to 0 all works as expceted, but if i set low and middle 0
threads and high to 1 , high will never executed, the test hangs. is it the
expected behaviour?

The behaviour of JMeter when the number of threads is set to 0 is not
currently defined.
Having said that, you may find that the current nightly resolves the
problem (there was a recent bug fix to solve a related problem whereby
a thread group might not be started if some previous thread groups
completed before all the thread groups had been started).
