   ### Describe the enhancement requested
   
   In SQLFetch, handle case where `SQL_DESC_BIND_OFFSET_PTR` (offset) and `SQL_DESC_OCTET_LENGTH` (buffer length in SQLBindCol) are not equal. See https://learn.microsoft.com/en-us/sql/odbc/reference/syntax/sqlfetch-function?view=sql-server-ver17#other-descriptor-fields for fields used by SQLFetch.
