Oak 1.18.0 release plan

Hi Team,

I am planning to cut 1.18.0 tomorrow.

Issues - https://issues.apache.org/jira/projects/OAK/versions/12345647 .
There is one issue in progress currently .

Let me know if there are any objections . Otherwise I will the In progress
issues to next release.

Tried, and failed because of
