strong disapproval from the mirrors on running CGI programs

I've detected strong (well, sufficient) disapproval from mirror sites
regarding the mirroring and local execution of CGI programs that we
should reconsider this approach.  

One option:

a) make the long list of mirrors a static HTML document, though
created from a tab-delimited database since it's easier to maintain.

b) make the "download" link go to /dist locally; a HEADER in that
directory will have something like

  If you are having delays in accessing this distribution, <A
  HREF="http://cgi.apache.org/mirror.cgi">go here to find a better-
  connected mirror.</A>.

mirror.cgi can do the guessing regarding closest mirror, etc.

I can make these changes and set up the "cgi.apache.org" vhost today.
