incubation status page

I am attempting to make a change to our incubation status page.  It has the wrong mailing list for users.  I successfully made a change to site-author/projects/accumulo.xml, and am now attempting to build the site with ant.  It says java.io.FileNotFoundException: target/clutcho1.xml.  Did the instructions skip a step where stuff would get put into target?
