[Issue 53096] allow more than 999 undo steps

I was able to reproduce this issue.
Environment: Windows 7 x64
Program version: OO AOO412m3(Build:9782)  -  Rev. 1709696 

Steps:
1. Open Impress
2. From the top menu bar open Tools > Options.
3. In the options window select from under the left categories tree OpenOffice
> Memory
4. Type into the Undo steps field 9999, which is the maximum number allowed.
5. Press Ok to Save the setting.

Issue:
When reopening Tools > Options > OpenOffice > Memory the value listed for the
Undo Steps field there is 100, the default value.

Note:
Same result happens when replacing the number of steps field with any value
greater than 999.
