Any ideas?  Since updating to struts version 2.3.32 I am getting this error:

Template inclusion failed (for parameter value "/template/~~~wam/css.ftl"):
Template not found for name "template/~~~wam/css.ftl".
The name was interpreted by this TemplateLoader: org.apache.struts2.views.freemarker.FreemarkerThemeTemplateLoader@36b584b4.
